In order to be eligible for the scholarship, you must meet the following criteria:

  • Language Proficiency: Proficiency in either English or German.
  • Eligible Regions: Gifted students from Africa, Asia, Latin America, and Eastern Europe.
  • Demonstrated potential for an outstanding academic or professional career based on aptitude and character.
  • Admission to a state or state-recognized higher education institution in Germany.
  • Proficiency in the German language, even though courses are conducted in English, requiring a minimum of ‘Deutsche Sprachprüfung für den Hochschulzugang’ at DSH level 2, a ‘Test Deutsch als Fremdsprache’ at least level 4, or a ‘Zertifikat C1’ from a Goethe Institute.

  • Above-average academic performance in both school and previous studies.

Duration and Reward for 2023 Friedrich-Ebert-Stiftung (FES) Scholarship Programme for Developing Countries

Foreign scholarship holders receive:

  • 934 € per month (basic scholarship programme) / 1.200 € per month (graduate scholarship programme)
  • 276 € of family allowance, if applicable
  • Refund of health care costs
  • Any income exceeding 400 € per month will be credited against the scholarship.


FES expects scholarship holders:

  • To participate in extra-curricular seminars and activities of FES campus groups on a regular basis
  • To achieve above-average results in their degree courses
  • To continue and intensify their socio-political commitment.

  • Students from public or state-approved universities and from universities of applied sciences/polytechnical colleges (FH)

The FES does not support

  • Second-degree courses
  • Study visits outside Germany
  • Final phases of academic studies

To initiate your application for the 2023 Friedrich-Ebert-Stiftung (FES) Scholarship Programme for Developing Countries, please adhere to the following procedure:

  • Self-Application: Begin by utilizing the “Online-Bewerbung” portal on the internet, available exclusively in German.
  • Individual Interviews: Subsequently, selected candidates will receive invitations for two separate individual interviews. The first interview will be conducted by a lecturer affiliated with FES, while the second interview will be carried out by a member of the FES scholarship committee (AWA). Based on these interviews, two reports will be generated and presented to the AWA.
  • Deliberation and Final Decision by the AWA: The AWA, an independent panel comprising university lecturers and individuals from diverse fields encompassing science, politics, art, and media, will ultimately reach a final verdict regarding your application. The committee convenes at least three times annually to thoroughly review each application before rendering a final decision.
  • Written notification: You will be notified of the AWA’s decision.
